Why Scissor Lift Safety Matters

[Scissor lifts](/equipment/scissor-lifts) are among the safest aerial work platforms when operated correctly. But complacency kills. In India, falls from height remain one of the leading causes of construction fatalities, and improper use of elevated work platforms contributes to a significant share of these incidents.

This checklist is designed for site supervisors, operators, and safety officers working on Indian construction sites. Print it out, laminate it, and keep it with every scissor lift on your site.

Pre-Operation Inspection Checklist

Before anyone steps onto a scissor lift, complete these checks:

Visual Inspection

Check for visible damage to the platform, guardrails, and base frame
Inspect hydraulic hoses and cylinders for leaks or damage
Verify tyres are properly inflated and free of cuts or excessive wear
Ensure all safety labels and load capacity placards are legible
Check that the operator manual is present and accessible on the machine

Functional Tests

Test all platform controls — raise, lower, and drive functions
Test ground-level emergency controls
Verify the emergency stop button works correctly
Check horn and any warning alarms
Test the tilt sensor / alarm system (if equipped)
For electric lifts: check battery charge level (minimum 40% for a work session)
For diesel lifts: check fuel level, engine oil, and coolant

Safety Equipment

Confirm guardrails are in place and secured on all sides
Verify the access gate or chain is functional and closes properly
Check that a fire extinguisher is mounted and within inspection date
Ensure harness anchor points are present and undamaged

Site Assessment Checklist

Before positioning the scissor lift:

Ground Conditions

Surface is firm, level, and capable of supporting the machine's total weight
No holes, trenches, or soft spots in the travel path
Area is clear of debris, loose materials, and tools
If outdoors: ground is not waterlogged or excessively muddy

Overhead Hazards

Minimum 2-metre clearance between the raised platform and any overhead structure
No overhead power lines within 3 metres of the operating area (6 metres for lines above 33kV)
Check for overhead pipes, beams, or sprinkler systems that could obstruct the platform

Surrounding Hazards

Barricade the work area to prevent pedestrian and vehicle traffic beneath the lift
Ensure adequate lighting if working indoors or during evening hours
Check wind speed if working outdoors — most scissor lifts must not operate above 45 km/h wind speed
Identify and mark any floor openings, edges, or drop-offs nearby

During-Operation Safety Rules

While the scissor lift is in use:

Operator Conduct

Only trained and authorised operators may operate the lift
Operator must wear a full-body harness attached to the designated anchor point
Hard hat is mandatory at all times on the platform
No leaning over guardrails or standing on the mid-rail
No climbing on guardrails to gain additional height
Never exceed the rated load capacity (check the placard — it includes the weight of workers, tools, and materials)

Movement Rules

Never drive the scissor lift with the platform fully raised — lower to travel height first
Drive at walking speed only
Do not drive over slopes exceeding the manufacturer's gradeability rating
Always face the direction of travel when driving
Never move the lift with unsecured materials on the platform

Prohibited Actions

Do not use the scissor lift as a crane or to lift loads by rope
Do not place ladders, scaffolding, or step stools on the platform
Do not operate the lift under the influence of alcohol or medication that causes drowsiness
Do not operate during thunderstorms or in heavy rain
Do not allow untrained personnel on the platform at any time

End-of-Shift Procedures

Lower the platform completely
Park on a firm, level surface away from traffic
Set the parking brake
Turn off the ignition and remove the key
For electric lifts: connect to charger
Report any defects or issues to the site supervisor and record in the equipment log

Indian Regulatory Context

Under the Building and Other Construction Workers Act (1996) and various state factory safety rules, employers are legally required to ensure that all lifting equipment is inspected, maintained, and operated by trained personnel. Non-compliance can result in fines up to Rs 2 lakh and imprisonment up to three months for repeat offences.
